Avatar upload not available

Users cannot upload avatars after the migration from phpBB. In the avatar section of the profile it says:

"Do not use an avatar"

and other option available. All groups have avatars allowed. In the forum settings avatars are enabled. The diagnostics test for upload does not show any errors.

Any idea of what is going on?

Are you sure you have enabled picture uploading in the usergroup options?

AdminCP > Usergroups > Usergroup Manager > Edit the usergroup > Picture Uploading Permissions > Can Upload Custom Avatars > Yes
