OK, I don't know a lot about PHP and SQL. How hard is it to load onto a website server without this knowledge.

you dont really need to have any knowledge of either to install & run vbulletin.
as long as your web host has both PHP & MySQL you will be just fine ;)

What if you only have PHP? I can add SQL with added expense but as of now I don't have it.

vBulletin requires both mySQL and PHP to be on your webserver. If you are with a hosting company they will probbly install mySQL for you and recompile php so it can support mySQL.

Look at it this way: if you don't have a MySQL database, you can't store the data of your forum, only vB's files.

Without a mysql database your looking at flat file storage which is extremely resource intensive for forums. The few that were out there moved to databases....
