Translationis intendedfor vBulletin 3.0.5 but it normally works and on versions - 3.0.0, 3.0.1, 3.0.2, 3.0.3, 3.0.4
The coding of translation - Windows-1251
The instruction on installation is in archive.

It is translated all but unit Control Panel Help Text but also itin the near future will be translated.

what your users need is a proper translation. currently, the only full up-to-date language pack for vb 3.5.4 (and soon 3.6) is maintained by zCarot. you can find the links to the archives at the very bottom of the page on http://vbhelp.org/
