If I purchase the $160 license, and use it on www.example.com for 4 months or something. Lets say I decide to discontinue example.com for some reason. I then decide to start up www.unexample.com, could I still use my vBulletin software?

Yes, this is allowed. You are able to move your license from one domain to another as long as you only have one public instance of the software available. There is nothing that prevents you from changing the site that the license is tied to; the only thing you have to do is update the URL to your forums in the members' area.
