UBB import: does it need the forumindex.cgi files ?

Hi, since I have to import 10k+ messages on another server, I try to do it with a minimum file number.
So I will not download the html files... but does the import utility of Vbulletin needs the forumindex.cgi/file files ? (big flat files with all the messages) ?
