Check over the configuration file... Either you have incorrect information about your database, or your database/server is down for some reason.

the name of his database is woforums_ipb

should their be any extension in front of it.... like http://www.site.com/databasename

now im importing well i got this after i click Associate Users and i put in 25 per page and got...

Line 220 in the db_mysql.php file for 3.0.3 is blank. Reupload the original file.

That is either not a 3.0.3 file or you have modified it. This is in line 212 in the original file for this version.

i downloaded the impex thing from vbulletin i havent edit the db_mysql.php file ever... I am converting from a IPB

Argh - my bad! I didn't notice this was the Impex version. You are right. That is the correct line. Unfortunately I don't know what would cause this error. Hopefully Jerry will be able to help you.
