magic_quotes_gpc should be off for optimal performance, ask your host to change this in php.ini

what does that do?

You can ask your host but most shared hosting providers won't change it. vBulletin will run with it on or off though.

What will be the effects of this on the board? What functions will I loose? How many people are running VB with the same problem?

You won't lose any functionality. The system just has to process variables a little differently.
