New Server Optimization Request...

Hi, can somebody help me, I have load on my server every day higher, and when I type "top" command in ssh, I see very much time MySql 99% CPU and httpd 90% cpu...here is all info about server:
1. Dedicated

cpu speed/type single or dual cpus: Celeron(R) CPU 2.00GHz, single
how much memory installed: 512mb ram
hard drive type/configuration: 80GB EIDE non raid (WDC WD800JB-00ETA0, ATA DISK drive, that I read in WHM/cPanel)
linux distributor or windows version: redhat linux 9
apache/IIS version: apache 1.3.31
PHP version: php 4.3.9
MySQL version: mysql 4.0.20-standard

3. do you have any innodb: I don`t know nothing about that

Sorry but now I don`t have VB installed but I want do that, first I must optimize server, yes, I write here that I have 3.0.1 and i write that because i think that you will send quick answer to me:(
I`ll buy vbulletin, I must buy vbulletin and I`ll do that because ikonboard kill my server when google visit board or when I have only 10-20 visitors online:(
I can PM you ikonboard url if you want and url of post where I tell to my users that I`ll buy vbulletin very soon!!
Can you help me now? Please, only what I must set in httpd.conf and my.cnf...or php.ini...

Sorry, but we only provide this service for our customers.

The settings will be specific to what you're running, so if you're running ikonboard, you'll need different settings than if you're running vBulletin.

Because of that, an optimisation won't even help you until you have vBulletin running.
Feel free to ask again then :)

ok ok, I`ll buy VB in next few days and I`ll contact you here again...
But, you must know, I don`t want optimize server only for VB, server must work also for other scripts! If you can help me please write now because now I have load 10 and I don`t know what can be in next few days:( somewhere I have problem in setup...
