Can vBulletin be installed and run on my hard drive so I can work with it there and then, after I get it working/customized, move it over to a server?

Yes, you would need to install apache/iis, mysql and php :)

i used a program called IBserver. it contains all of those required programs in one and just makes life easier. ;)
