can i alter this css to work in IE & Mozilla?

i've made a skin...i think the panel css looks just like i want in Mozilla & Firefox etc, but in IE there's an overlap above the box confines

check the attached for what i mean, check screens with panel borders, the legend css is swamped by that overlap...

please advise
