AdminCP > vBulletin Options > Message Posting Interface Options > Show Smiliebox to WYSIWYG Users? Yes/No
Users of the WYSIWYG editor will, by default, see a popup smilie menu on the WYSIWYG toolbar. Users of the standard toolbar will be shown a clickable smiliebox. Enabling this option will cause the clickable smiliebox to also be shown to WYSIWYG users, in addition to the smiliebox popup on the toolbar.
