I am running Windows Server 2003 (with IIS configured by the php.msi), MySql version 4.0.18-max. I downloaded the test file (vb_test.php) and opened it with Internet Explorer version 6.0.3790 and the thing says everything failed. It appears something is not right....just have no idea what...any ideas?

And upload it to your server, and give us a link, if you would be so kind :)
Which is a file called phpinfo.php and upload it to your server. this will allow us to take a look at how php is configured, even if you dont want to disclose this info to us, it should still be a helpfull tool to figureing out why php is not working on your system proerply.

The Windows Installer doesn't include most of the features we need. You will need to download the ZIP file and manually add the proper extensions via the instructions in the PHP manual.

did that the file just runs for a second and nothing happens. btw, i know nothing of php, so it is intuitively obvious to even the most casual observer that I am doing something wrong...looking at the php install manual now.

If nothing happens, then php has not been setup correctly.
