Blank page in admin cp

I'm considering buying VB 3.0.1. I'm just worried about something I experienced when I got the oppurtunity of testing my friend's purchased version on my private local host. The file options.php in admincp is just showing a white page. The physical file is 30kb but nothing but a blank white page comes up when loading it. What occures this? What if same thing happens with the version I'm about to buy? The server is Windows NT WEBB11 5.2 build 3790.

This shouldn't happen on an unhacked and correctly installed bvB. And if it does support is available.
