Why is " />" placed seemingly at random to close some tags and not others in templates?

All tags that open must close :)

single tags like br only are placed once so they must open and close for XHTML validity. <br /> :)

<tag src="something" />

The first one requires to get closed,
the second one doesn't, but gets closed by the / in the end.
