Moderators have never been able to edit user profiles. And you should use:
111.111.
instead of:
111.111.*.*

Sorry I'm not sure what you are asking about the profiles.
As for the the banning:
Admin CP -> vBulletin Options -> User Banning Options -> Banned IP Addresses

ok our mod is getting this msg when they trying to edit them profile
you do not have permission to access this page. This could be due to one of several reasons:
Your user account may not have sufficient privileges to access this page. Are you trying to edit someone else's post, access administrative features or some other privileged system?
If you are trying to post, the administrator may have disabled your account, or it may be awaiting activation.

check to make sure they're not set as a COPPA user in their profile. All of my users once imported were set as COPPA users and thus couldnt edit their profile.
Jerry gave me an sql query to run that changed them all back to normal

UPDATE user SET options = options -8 WHERE options & 8
That will do ALL of them though.

yeah i just went back through and searched all users w/ birthdates after 1990 (wow that makes me feel old) and changed it. I think there was 2 out of 4000 users and one of them was actually 23 just screwed up and put a 9 instead of an 8
