How To Change All Users to Receive Member Emails
You can set the default options for future users and update the users who have already registered with a query.
Updating the default options for future user registrations to receive member emails
Admin Control Panel > vBulletin Options > vBulletin Options > Email Options
Enable Email features [yes]
Allow Users to Email Other Members [yes]
Use Secure Email Sending [yes]
Save to apply changes.
Running an Query to update the already registered members to receive member emails
Admin Control Panel > Import & Maintenance > Execute SQL Query
Choose from Automatic Query -> 'Yes - Display Email'
Click on Continue and run the query.
