Security issues about vB3

A person from my forum's staff asked me about the security advantages of vBulletin over phpBB, the current system used in our forums.

The thing is: we are having plenty of trouble with some malicious users registering only to cause a mess. We ban their IPs thru the phpBB admin cp and they return with different ones, which suggests me that some are behind a dynamic address.

What has vB3 accomplished in this security side issue?

in vB3 there is a option called Tatchy Goes to Conventry, which hides there posts from all non Staff members, and there self.

You can continue to ban there accounts, you can setup email bans, you can moderate all new members who register, you can even disable user registration if you need to go so far.
