Adding a line like this:
$debug = 1;
to your config.php file will show some additional options for developers in your admincp and on your forum.

Be aware that this is not meant to be used on a production environment.

The config file has changed in vBulletin 3.5.x.

As such the debug line should now be

$config['Misc']['debug'] = true;

Staff Note: This Manual has not been updated for vB 3.5.0 yet.

I believe the line
// $config['Mysqli']['charset'] = 'utf8';

should read
// $config['Mysqli']['charset'] = 'utf-8';

for later versions of mysql.
